Sparwood Council Facts

Asphalt Plant – 2302 Highway 3

District of Sparwood council November 5 granted permission to Metro Paving to leave their asphalt plant at the south side of the intersection of Highway 3 and 43 over the winter. The plant will be inactive during the winter but will commence work in the spring when weather conditions are suitable for paving. The final overlay on Michel Creek Road is the only deficiency in the 2012 Paving Program.

1317 Whitewood Crescent

Council approved a revised Design Review Application for 1317 Whitewood Crescent. Revisions include putting in a large window on the side of the house facing the street and using two or three tone brick on the front of the home.

BC Hydro Beautification Program

Council confirmed the district’s two-thirds share of the funding for the 2013 Highway 3 and 43 Intersection Beautification Program. An application has been sent to BC Hydro for one-third funding of the project which will have the overhead BC Hydro power lines buried underground on the south side of Highway 3. The District’s portion of funding is recovered through land sales.

Elk Valley Regional Economic Development Committee

The Chief Administrative Officer was appointed as the district’s representative on an Elk Valley Regional Economic Development Committee.

This Committee was created to collaboratively pursue regional economic development projects and initiatives in the Elk Valley. Participants on the Committee are from the three Elk Valley Chambers of Commerce, Teck, CAOs from District of Elkford and District of Sparwood, Columbia Basin Trust, Tobacco Plains Indian Band, and Ministry of Jobs, Tourism and Skills Training.

Elk River Alliance

A request from Elk River Alliance for a letter of support for a grant application to Columbia Basin Trust’s Environmental Initiatives Program was declined.

RDEK – Home Based Business Regulations

Council received a referral from the Regional District of East Kootenay outlining proposed changes to their home based business regulations. RDEK staff will be asked to make a presentation to council on the proposed changes prior to the bylaw moving forward.

Council travel

The mayor and any available councillor were authorized to attend the Columbia River Treaty Local Government Committee briefing in Cranbrook on November 15.

Select Committee of Council

Mr. Duane Allen and Mr. Gordon Polacik were appointed to the Select Committee of Council to Review Snow and Ice Policies and Procedures as public-at-large members.

Public Relations Committee Meeting

The following recommendations from the Public Relations Committee Meeting held October 19, were approved by council.

– Provide the Chamber of Commerce with $1,000 to purchase Christmas decorations for the Titan.

– Council will set up an information table at the Sparwood Arts Council Craft and Small Business Fair in November of each year.

– An amendment to the Annual Recognition and Christmas Party Policy be approved to share the cost of the meal for retired CUPE
