Calculation error forces rescinding of DCC bylaw reading

On April 27, City of Cranbrook council gave three readings to the city’s proposed Development Cost Charge (DCC) Bylaw No. 4245, 2026.

Afterward, the city’s consultant (Urban Systems Ltd.) found a data-entry error in the background calculations for one wastewater project, where a cost was entered as $230,000 instead of $2,230,000.

The spreadsheet has been corrected and re-checked, and the change results in only a small increase to DCC rates (for example, the low-density residential parcel charge increases by $238).

To reflect the correction, council needed to rescind third reading May 11 and then give third reading again to the amended bylaw.

DCCs are fees paid by developers to help fund infrastructure needed to support growth—such as roads, water, sanitary sewer, storm drainage, and parks—so that growth helps pay for growth instead of placing the full cost on general taxpayers.

DCCs are typically collected at subdivision, or when new commercial, industrial, institutional, or multi-unit residential buildings are built; for building permits, they apply when the permit value is over $120,000.

The proposed bylaw will return to a future regular council meeting for final adoption once provincial review is complete.
