Fernie Council Connection

FernieCityHallEveningThe following is a break down on what occurred at the City of Fernie Council meeting held on Monday, Oct. 28.

1 DEVELOPMENT VARIANCE PERMITS & OTHER AGREEMENTS

1.1 Development Variance Permit No. DVPA No. 339 for 8-Cedar Avenue (Jordan Earl Contracting) legalized the siting and eave projection of the existing detached garage and varied the rear yard setback for an addition. Permit was issued following the Hearing; where no public submissions were received.

1.2 Modification to Side Car Agreement between the City of Fernie and Parastone Developments (0845419 BC Ltd. and 0743134 BC Ltd. Council authorized staff to work with Parastone Developments to modify the 2008 “Side Car Agreement” requiring that the city discharge the applicable Section 219 Covenants registered on title to eliminate the necessity of constructing an eighteen hole golf course, and modify the requirement to provide for a golf course, golf clubhouse, public trails and parks use only.

2 BYLAWS

2.1 Zoning Bylaw No. 1750, Amendment Bylaw No. 153, Bylaw No. 2227, 2013 was adopted. The Bylaw rezoned the property located at 2 Alpine Trail Place from R2 – Duplex Residential to a split zone of R1B – Single Detached Plus Residential (726.34m2 portion) and R1SL – Single Family Residential Small Lot (314.53m2 portion).

3 OTHER INFORMATIONAL ITEMS

3.1 Appointment of Municipal Auditor. Council appointed GPI Chartered Accountants as the City’s municipal auditors for the years ending December 31 through to December 31 2017, subject to an annual review.

3.2 Wheel Loader Request for Quotation (RFQ) Award. Council awarded the 2013 Wheel Loader RFQ to Brandt Tractor for a total price including tax of $248,628.60.

3.3 Fernie Alpine Resort request for funding support of their New Year’s Eve fireworks display. Council approved supporting the Fernie Alpine Resort’s New Year’s Eve fireworks display with a $1,000 grant, funding to be provided from the Resort Municipality Initiative (RMI) program.

FerniePO3.4 Canadian Postal Service Charter review by Federal Government Council supported sending a letter to the Minister as the service provided by the Canadian Union of Postal Workers (CUPW) is vital to the community’s social fabric and helping to keep citizens connected.

3.5 Columbia River Treaty Local Governments Committee & Province of BC Columbia River Treaty Team Council authorized a member of Council if available to attend the upcoming meeting on Tuesday, November 5, from 10 a.m. to noon in the Regional District of East Kootenay boardroom (RDEK).

Water Sustainability Act for BC Legislative Proposal Council received a request from the Ministry of Environment, Water Protection and Sustainability Branch for comments on the proposed changes to the Water Sustainability Act. Members of Council, staff and the community are encouraged to review the Legislative Proposal or the Overview document and submit comments until November 15.

4 OTHER NEWS

4.1 The next regular scheduled meeting of council is on Tuesday, November 12, in Council Chambers, City Hall, 501-3rd Avenue.

4.3 Partnering Agreement between the City of Fernie and Veneto Place Properties Ltd. Council will be considering amendment to this agreement at the November 12 regular meeting.

Remembrance Day, Monday, November 11

A day set aside. A day set aside to honor sacrifice – Lest we forget. Join the community at the Cenotaph on the front lawn of the Court House to pay tribute to our fallen comrades.
