Fernie Council Connection

The following is a synopsis of what occurred during the Dec. 14 City of Fernie council meeting.

1. AGREEMENTS, LICENCES, PERMITS & POLICIES

1.2   Development Variance Permit Application No. 379 for 122- 2nd Avenue   Council authorized the issuance DVP-379 to vary the minimum side yard and minimum front yard setbacks along the west property line for the construction of a carport Report to Council

1.3   Development Variance Report No. 380 for 1252-6th Avenue   Council authorized the issuance of DVP-380 to vary the minimum front yard setback and eave projection along a portion of the west property line for the construction of a covered walkway addition   Report to Council

2. BYLAWS

Fernie Fire Dept2.1   Fernie Rural Fire Protection Services Authorization Bylaw No. 2203, Amendment No. 1, Bylaw No. 2286, 2015   Council gave first, three readings to Fernie Rural Fire Protection Services Authorization Bylaw No. 2203, Amendment No. 1, Bylaw No. 2286, 2015.

2.2   Business Licencing and Regulation Bylaw No. 2028, Amendment No. 2, Bylaw No. 2285, 2015 for consideration of adoption    Council adopted the Business Licencing and Regulation Bylaw No. 2028, Amendment No. 2,

2015 and will revisit some of the concerns voiced from citizens at a Committee of the Whole Meeting early in the new year. 3. OTHER INFORMATIONAL ITEMS

3.1   Leisure Services Advisory Board appointments    Council re-appointed Chris Moulton, Jocelyn Sombrowski, Rod Geddis, Frank Lento and Sean Staplin to the Leisure Services Advisory Board as well appointed Mr. Djonlich and Ms. Tracy Kelly to fill the two vacancies that currently exist on the board. 3.2   2016 Acting Mayor Appointments   The following council members are appointed as Deputy Mayor for the months of: Report to Council

FernieChamber3.3   Partnering Agreement with the Fernie Chamber of Commerce for the Ambassador Training Program    Council authorized notice of its intention to provide assistance to the Fernie Chamber of Commerce (the “chamber”) under the terms of a Partnering Agreement for the provision of municipal services, being the administration of the “Fernie Ambassador Program” to occur over the term of the 2015 – 2017 Resort Development Strategy (RDS) and providing for payment by the city, through the Province’s Resort Municipality Initiative (RMI) funding program, to the chamber a total of up to $79,700 for undertaking the services described in the Agreement Report to Council – Partnering Agreement Fernie Ambassador Program | Partnering Agreement | Public Notice – Fernie Ambassador Program – Draft

3.4   Fernie Recreational Vehicle Park – Request for Exemption from the Application of Section 5.a.(i), Elk River Floodplain Construction Level of Floodplain Management Bylaw No. 1780 0937657 B.C. Ltd. (Reto Barrington)     Council deferred their decision regarding the request submitted by 0937657 B.C. Ltd. to exempt the proposed administration building, maintenance building, two park model homes and yurt platforms from the application of Section 5.a. (i) of Floodplain Management Bylaw No. 1780, requiring that Flood Construction Levels be established. Direction was given to staff to provide additional clarification regarding the request for council’s consideration at January 11, 2016 COTW Meeting. RV Park FCL Exemption Request Council Package

3.5   Discretionary Grants Recommendations – 2016     Council removed the applications from the Elk Valley Snowmobile Club and Fernie Snowmobile Association to request better clarification regarding their applications and approved the remaining discretionary grant recommendations proposed by the Discretionary Grants Committee for the 2016 budget year and provided staff with direction to proceed with processing payment of the grant amounts in January of 2016. 3.6   Physician Recruitment – Elk Valley (Fernie) Hospital     Council resolved to direct staff to bring back for council’s consideration an amendment to the 2015-2019 Five Year Financial Plan to include an expenditure of $10,000 in 2016 for the recruitment of a physician for the Elk Valley Hospital and that the contribution be funded from the General Operating Reserves. 4. UPCOMING MEETINGS AND OTHER NEWS

4.1   Next scheduled meetings of council are:

Monday, January 11, 2016 / COTW @ 10 a.m. and regular meeting @7 p.m.

Council meetings are streamed live and can be viewed on-demand on the city’s website or watched on Shaw TV Channel 10 at 3:30 p.m. on Tuesdays and 11 a.m. on Thursdays.

4.2   Winter Parking & Snow Removal Regulations   The Winter Parking Regulations are in effect per Streets and Traffic Bylaw No. 1400 from November 1 to April 15. Any vehicle parked contrary to the parking regulations is subject to towing and impoundment pursuant to sub-section 9(6) of the bylaw. These restrictions allow city plows to clear the snow back to the boulevards on alternating days. Your cooperation is greatly appreciated as it allows our crews to safely carry out snow removal works again this winter. 4.3   Holiday Schedules:

City Hall – Holiday hours:

Closed: Friday, December 25 & Monday, December 28 and Friday, January 1, 2016.

Aquatic Centre – Holiday Hours:

Closed: December 24 to December 26 and December 31 and January 1, 2016.

Fernie Transfer Stn4.4   The Fernie Transfer Station – Hours of Operation

Regular Hours: Monday – Friday 9 a.m. – 5 p.m. and Saturday & Sunday 10 a.m. – 4 p.m.

Closed: Christmas Day & New Year’s Day.

4.5   Garbage and Recycle Schedule over the Holidays-Take Note!

– Residential garbage collection will be picked up as usual for all areas over the holidays.

Please be sure to have your garbage out by 8 a.m. for pickup.

The following schedule changes affect Curbside Recycling Collection only:

Regular Collection Date: Friday, December 25 – Area 2: West Fernie, Ridgemont, Mountainview & Castle Mountain will be picked up Monday, December 28.

Regular Collection Date: Friday, January 1 – Area 1: Alpine Trail, Parkland Terrace, Annex & Maintown will be picked up Monday, January 4.
