Second councillor complaint investigation concluded

A December 2, 2025, press release issued by the City of Kimberley advised of two formal written complaints submitted by Councillor Diana Fox, one against a member of city staff, and one against a member of council.

Both external investigations initiated as a result have now been completed by external, independent investigators, following established standards and best practices.

The findings of the investigation into the complaint involving the staff member were communicated by the city in a March 11, 2026 press release.

The results of the investigation into the complaint involving the member of council was received by the city on April 13.

The results of the second investigation concluded that the member of council did not engage in any behaviour that was in violation of the Council Code of Conduct, the city’s Workplace Bullying and Harassment Policy, the Council Procedure Bylaw, the Community Charter, or WorkSafeBC bullying and harassment guidelines.

Further, the Investigation concluded that there was no conduct by the member of council that could be considered as unethical, either generally or in relation to the expectations or requirements of their role on council.

The city will not comment further on this matter due to the confidential nature of the investigation.

With the response to the complaint against the member of council now concluded, the city’s focus will turn to implementing steps to restore the workplace and build respectful and effective governance.
