Fernie Council Connection

The following is a synopsis of what occurred during the Sept. 12 City of Fernie council meeting.

1. AGREEMENTS, LICENCES PERMITS & POLICIES

FernieBurmaView1.1 Development Variance Permit Application No. DVPA-394 – 106 Burma Road   Council authorized the issuance of Development Variance Permit No. DVP-394 to Shoesmith Construction to vary the minimum side yard setback for a single family dwelling along a portion of the west property line only.

1.2 Development Variance Permit No. 377 for 71 Ridgemont Lane  Council approved Development Variance Permit Application No. DVPA-377 and gave notice of their intention to consider the issuance of Development Variance Permit Application No. DVP- 377 In order to facilitate the construction of a sundeck, with retaining wall and steps, as well as to legalize the siting of the existing detached single-family dwelling.

2. BYLAWS

FernieCityHall22.1 Bylaw No. 2301, Zoning Bylaw No. 1750, Amendment Bylaw No. 182, 2016 was read a third time and referred to the Ministry of Transportation and Infrastructure for approval. If approved this will allow the property to be rezoned from R4 – Multiple Family Residential (High Density) to R1B – Single Detached Plus Residential to allow the landowners to construct a single family dwelling with secondary detached dwelling unit on the subject lot.

2.2 Bylaw No. 2302, Zoning Bylaw No. 1750, Amendment Bylaw No. 183, 2016   Council approved the text amendment to Zoning Bylaw No. 1750 by adding “.31 sale and display of up to three modular and manufactured homes or combination thereof” to Section 4.2.10 C-HWY – Highway Commercial Zone, Subsection .2 Permitted Uses and further; that Zoning Bylaw No. 1750, Amendment Bylaw No. 183, Bylaw No. 2302, 2016 and gave first and second readings to the Bylaw.

bear garbage can2.3 Bylaw No. 2305, Municipal Ticket Information Bylaw, Amendment Bylaw No. 7, 2016  Council gave three readings to Bylaw No. 2305, Municipal Ticket Information Bylaw, Amendment Bylaw No. 7, 2016; and directed staff to work with the solid waste collection contractor to identify people contravening the residential garbage provisions of Waste Regulation Bylaw No. 1845. The city wishes to enhance its enforcement of the Waste Regulation Bylaw, particularly in regard to residential garbage that is left out overnight contrary to bylaw provisions requiring it to be put out for collection no earlier than 5 a.m. on collection day, or garbage that is put out in unacceptable containers awaiting collection.

3. OTHER INFORMATIONAL ITEMS

3.1 2016 Backhoe Request for Quotations Award.  Council allocated $6,000 from the unspent equipment reserve from the bucket truck and applied it to the additional amount needed for the backhoe and awarded the 2016 Backhoe purchase to Brandt Tractor for a cost of $131,021 inclusive of PST.

3.2 Roof Replacement Project Max Turyk Community Centre

Council awarded the 2016 Max Turyk Community Centre Roof Repair project to Triumph Roofing for the tender price of $498,585 exclusive of GST, for complete replacement of the roof system on Max Turyk Community Centre.

3.3 Fernie Aquatic Centre Roof tender award

Council awarded the 2016 Aquatic Centre Roof Repair project to Royal Roofing for the tender price of $120,000 exclusive of GST, for replacement of the low slope roof system on the Fernie Aquatic Centre.

3.4 International Snow Science Workshop (ISSW) Conference 2020 Council will provide a letter of support in principle to Mr. Kuijt and Ms. Grimbles bid to host the ISSW Conference in 2020 stating council’s commitment to review any costs associated with upgrades or enhancements to City facilities for the event in the next Five Year Financial Plan and appointed the Director of Leisure Services and Councilor McSkimming as council representative for the ISSW Task Force.

3.5 Elk Valley Access Pass  Council approved the Memorandum of Understanding with the District of Elkford and District of Sparwood for the development of the Elk Valley Access Pass; and authorized the Mayor and Interim Chief Administrative Officer to sign the Agreement on behalf of the City of Fernie and staff be directed to proceed with the implementation of the pass.

canadian flag3.6 Canada 150th Birthday Celebration  Council recommended that a committee be formed in conjunction with the existing Canada Day Committee including community organizations to plan a special celebration for Canada’s 150th Birthday (2017); and will forward letters to various community groups inviting them to participate in the planning committee.

UPCOMING MEETINGS

Next scheduled meetings of Council are Tuesday, October 11, Committee of the Whole at 10 a.m. and the Regular meeting of Council at 7 p.m. in council chambers.
