Fernie Council Facts

The following is a synopsis of what occurred during the August 22 City of Fernie council meeting.
1. BYLAWS
1.1 Development Cost Charge Bylaw No. 2276, 2015 Amendment No. 1, Bylaw No. 2299, 2016 was adopted. Bylaw No. 2299 proposes a minor amendment to Section 5 of Development Cost Charge Bylaw No. 2276, 2015 by adding text to ensure that Development Cost Charges may be paid in instalments by a developer only if the amount of all the charges is $50,000 or greater rather than $50,000 or less.
1.2 Bylaw No. 2301, Zoning Bylaw No. 1750, Amendment Bylaw No. 182, 2016 for – 741-3rd Avenue Council approved the application to amend Zoning Bylaw No. 1750 by rezoning the property at 741 – 3rd Avenue from R4 – Multiple Family Residential (High Density) to R1B – Single Detached Plus Residential; and gave first and second readings, and directed staff to schedule a public hearing.
2. OTHER INFORMATIONAL ITEMS
2.1 James White Well Project – Tender Award Council directed staff to amend the 2016 – 2020 Budget by directing $1,628,225 be transferred from the Water Reserve to the James White Wells Project and that, the project be awarded to Cummings Construction Ltd. for $3,599,000, exclusive of GST. The budget amendment will be made to accommodate the additional reserve funds required.
Columbia Basin Trust2.2 Fernie Youth Action Network Council approved the city entering into a three year Contribution Agreement with Columbia Basin Trust for the Fernie Youth Action Network and authorized the Mayor and Corporate Officer to execute the Contribution Agreement. Further to this Council authorized the addition of Columbia Basin Trust as an Additional Insured to the City of Fernie’s insurance for the duration of this agreement.
2.3 Resort Development Strategy – Funding Reduction Strategy Council endorsed the Resort Development Strategy Advisory Working Group recommendations deferring the RMI Community Trail Paving project to 2017; as well reduced the Community Trail Paving project RMI funds by $169,052.
2.4 City Hall Hours of Operation Council authorized the operating hours at City hall to remain at 8 a.m. – 4 p.m. on a trial basis from September through to December 2016 with a review of the hours of operation to take place at the first scheduled meeting in January, 2017.
At that time council will assess any impact to service and decide if the change will be permanent.
Operating hours for City Hall will be 8 a.m. – 4 p.m. Monday to Friday. Closed on weekends and Statutory Holidays.

3.2 Notice to Electors of an Alternative Approval Process
The City of Fernie intends to petition the Minister of Community, Sport and Cultural Development to request an extension of the area of the municipality to include a lot north of Brenner’s Road where the Fernie Ford Dealership is currently situated. Eligible electors opposed to the city’s intention to petition the Minister to request an extension of the municipality without first obtaining the assent of the electors by a referendum vote may indicate their opposition by signing and returning an Elector Response Form to City Hall by the September 12 at 5 p.m. deadline.
3.3 Fall Registration Fair – Sign up for community programs, sports groups and more…
The registration fair will be held on September 7 and 8 at the Fernie Community Centre (902 – Hwy #3) from 6– 8:30 p.m.
