Sparwood Council Facts

The following is a synopsis of what occurred during the Oct. 1 District of Sparwood council meeting.

HEARINGS

Public Hearing

Cannabis Retail Stores & Production Facilities

Following the Public Hearing, Zoning Bylaw No. 264, 1981, Amendment Bylaw 1234, 2018 and Business Licence Bylaw No. 849, 2001, Amendment Bylaw 1236, 2018 were adopted by council. These bylaw amendments regulate the private retail sale of cannabis in Sparwood within the C-1, C-3 and C-4 zones by:

  • limiting the number of allowable private retail stores and hours of operation;
  • imposing security requirements and signage restrictions;
  • prohibiting consumption of cannabis within those stores;
  • establishing the procedure for issuance/renewal of a cannabis retail store licence; and
  • establishing a new licence fee of $500.

Development Variance Permit

1353 Cypress Drive

Council approved Development Variance Permit 2018-002 for 1353 Cypress Drive to reduce the rear yard setback in the Zoning Bylaw from 7.62 metres to 4.0 metres for construction of a deck, subject to restoration of the abutting municipal property by covering the disturbed area with topsoil, seeding with grass, and planting low-growing shrubs.

BYLAWS

Officers and Officials Bylaw Amendment

Officers and Officials Bylaw 1026, 2012, Amendment Bylaw 1238, 2018 was adopted. This bylaw amended some of the powers, duties, and functions of the Director of Corporate Services.

Municipal Ticket Information Bylaw

Municipal Ticket Information Bylaw 1233, 2018 was adopted. This bylaw removed fine reductions for tickets paid within 30 days related to obstruction or safety matters; included fines for non-compliance with the new Community Standards Bylaw; and removed schedules for the bylaws that were replaced because of the new Community Standards Bylaw.

On-Street Parking Regulations

October 1 – March 31

Reminder to residents that the District’s Off-Street Parking Regulations came into effect on October 1. The Sparwood Traffic, Parking and Highway Regulation Bylaw No. 472, 1987 prohibits on-street parking between 6 a.m. to 4 p.m. from October 1 to March 31 inclusive.

Residents should note that:

  • Parking on the street during snow plowing, snow removal, snow hauling, or sanding operations is prohibited;
  • That no advance warning is required under the bylaw and section 189 (1) (n) of the Motor Vehicle Act and offending vehicles will be towed; and
  • It is an offence under the Community Standards Bylaw to push, place or throw or allow to be pushed, placed or thrown any snow or ice upon a highway or lane.

Please make appropriate arrangements for parking your vehicles.

Thanksgiving Day

The District of Sparwood Main Office and Public Works Office will be closed Monday, October 8, to observe the Thanksgiving Day stat holiday.

Fire Prevention Week

October 7-13

During Fire Prevention Week, we are given the opportunity to tell all of our firefighters just how much they are appreciated by council and residents of Sparwood. Sometimes they are taken for granted until we need them in an emergency and only then do we truly recognize the courage and strength they personify.

The District of Sparwood is proud to salute our firefighters!

We extend a heartfelt thanks to all our skilled and qualified firefighters for their dedication, commitment to fire rescue, training, fire safety and education, and pay tribute to them during Fire Prevention Week.

The Sparwood Fire Department would like to invite residents to come out and join their local firefighters for an evening of fun, prizes, safety education during their Open House at Fire Station #1 on Tuesday, October 9 from 6 to 8:30 p.m.

Demonstrations, prizes, fire safety information, snacks and tours and children 12 and under will have a chance to win “Chief for the Day.”

The Office of School Trustee was elected by acclamation.

If you are not on the list of electors, you may register at the time of voting by completing the required application form available at the voting place. Bring two pieces of ID that together prove identity and residence.

Advance Voting

Wednesday, October 10 and Tuesday, October 16 from 8 a.m. to 8 p.m. at Sparwood Seniors Citizen Drop-In Centre, 101 4th Avenue.

General Voting

Saturday, October 20 from 8 a.m. to 8 p.m. at Henry Volkmann Memorial Complex (Leisure Centre), Curling Rink Concourse, 367 Pine Avenue, Sparwood.
