Sparwood Council Facts

The following is a synopsis of what occurred during the Dec. 20 District of Sparwood Council meeting.

BYLAWS

Cemetery Management Amendment Bylaw

Council adopted the Cemetery Management Amendment Bylaw 1303, 2022. The bylaw amendment will provide a rate schedule for 2023.

Utility and Solid Waste Management Amendment Bylaw

The Utility and Solid Waste Management Amendment Bylaw was adopted by council to remove the annual 10% discount in January 2023 in order to review the increased rates due to significant increase in CPI (consumer price index) and cost of rising labour and services. A full review of these user fees and charges will be conducted to provide the district with the appropriate cost recovery for services provided. The bylaw, rates, and discount will be brought back to council for further debate and consideration in the first quarter of 2023, in conjunction with the operating budget, and to be considered for implementation April 1, 2023. The quarterly five per cent rate is still in place for January billing.

BUSINESS

2400 Middletown Place

Council accepted the offer to purchase 2400 Middletown Place by Teck Coal Limited for $810,000. The intended purpose of the land is a parking lot to support a future office building at 2202 Middletown Place.

Elk Valley Seniors Housing Society Appointments

The Elk Valley Seniors Housing Society (EVSHS) requested that two council members be appointed to their board of directors. The EVSHS owns and operates Lilac Terrace, a senior’s supported living complex in Sparwood. After discussion, council appointed Councillors Kallies and Christensen as their representatives on the board.

Solid Waste Collection Services

Council awarded the Solid Waste Collection Services Contract to Waste Management of Canada Corporation for a term of five years, starting April 1, 2023 at a base rate of $163.20 per household for residential pick up and $54 for municipal facility bin pick up, with no annual increase with the term of the contract. Council also directed staff to explore curb side recycling collection service for residents.

Solid Waste Surplus Review

At the Committee-of-the-Whole portion of the meeting council engaged in discussion regarding the solid waste surplus. Revenue is earned from fees charged for collection of sold waste and expenses consist primarily of contracted services, supplies and materials, staff time, advertising and equipment fees.

Council provided the following direction regarding the surplus:

  • Continue to cover the cost of residential bin replacement;
  • Research recycling and organic waste options;
  • Continue to maintain a healthy surplus.

UPCOMING DISTRICT COUNCIL MEETINGS

The following meetings will take place in Council Chambers (136 Spruce Avenue) at 6 p.m.
