Sparwood Council Facts

Leisure Centre and Arena Concession Lease

The lease for the Leisure Centre and Arena concessions was awarded to Kari Allardice for a two-year period commencing October 1. The concessions are currently closed for renovations and will reopen in October.

As-Built Inspections

District of Sparwood Council Sept. 4 approved the As-Built Inspection for 1307 Whitewood Crescent subject to the landscaping being complete by October 15. The As-Built Inspection for 1303 Whitewood Crescent was also approved by council subject to all exterior work and landscaping being complete by October 15.

Sparwood Golf Club

A request from the Sparwood Golf Club for donation of one to two truckloads of gravel was received. Council’s decision was to sell up to four loads of gravel at a total cost of $100 to the golf club.

Pinecrest Apartments

A request for strata conversion from the previous owners of Pinecrest Apartments has been cancelled due to sale of the apartment complex. The property has recently been purchased and the new owners have indicated that they will commence renovations in September and are not interested in proceeding with a strata conversion.

Wildlife safety concerns – Highway 3

Council has asked staff to investigate into the possibility of more pronounced signage of the high impact area for Highway 3 between Sparwood and the Michel Old Town Bridge and also electronic sound mitigation measures. Information received from the Ministry of Transportation and Infrastructure indicate that for the past five years wildlife collisions along this stretch of highway have remained at a semi-consistent level with the highest number in 2010 when 15 animals were hit. These figures do not include animals that are hit and wander off the highway right-of-way.

Council travel

Any interested member of council is authorized to attend the Columbia Basin Water Smart Conference in Kimberley on October 24 and 25. Travel is also approved for any member of council to attend a workshop hosted by the Association of Kootenay and Boundary Local Governments in Cranbrook on October 19.

Committee of the Whole Meeting

The following recommendations from the Committee of the Whole meeting held August 27, were approved by council:

– the district obtain an appraisal from Norma Young and accept the donation of the picture “Harmer Ridge in Winter” from the Estate of Edgar Kaiser, Jr.; and

– staff proceed with optional paving of Aspen Drive east of the Highway 43 intersection, the northerly and middle sections of Douglas Fir Road from Pine Avenue to the centre entrance of Highway 3, and repairs to the southerly sections of Douglas Fir Road.

Bylaws

Bylaw 1098 cited as “Official Community Plan Bylaw No. 869, 2002, Amendment Bylaw 1098, 2012” was adopted. This amendment changes the land use of a portion of 2302 Highway 3 and all of 2402 Highway 3 from commercial to industrial.

Following a public hearing to receive input from residents Bylaw 1100 cited as “Zoning Bylaw No. 264, 1981, Amendment Bylaw 1100, 2012” was given third reading and referred to the Ministry of Transportation and Infrastructure for approval. This amendment will rezone 1072 and 1302 Highway 3 from agricultural land to light industrial.

Invitation to participate on a Select Committee of Council, reviewing Snow Removal Policies

The Select Committee of Council is established under Section 142 of the Community Charter. It has been formed to review the Public Works snow and ice policies and procedures. The district is seeking two representatives from the public-at-large. The two positions will be appointed until the work is complete, which is expected to be later this fall.

Interested individuals are invited to submit a completed Volunteer Application Form available at the district office (136 Spruce Avenue) or on the district’s website at www.sparwood.ca.

Applications from the public-at-large will be accepted at the district office, attention Raeleen Manjak, or by email at [email protected] no later than September 10, 2012 at 4 p.m. local time.

Seniors Drop-In Centre Open House

The public is invited to attend an open house at the Seniors Drop-In Centre in celebration of the new addition and renovations on Wednesday, September 12, from 1 – 4 p.m. Refreshments available and entertainment provided.

Sparwood Leisure Centre Landscape Project

The intent of this project is to improve the Sparwood Leisure Centre grounds by preparing short and long-term development plans that will meet community requirements and form the basis of a lasting legacy for the district. The development of the site will occur over time, responding to the need to replace and update existing facilities, public interest in specific activities, and the availability of funding.

The Landscape concepts are available to view online at www.sparwood.ca/recreation and at the Leisure Centre. Please have a look and give us your feedback. There is a short survey available to fill out online or at the Leisure Centre.
