Sparwood Council Facts
The following is a synopsis of what occurred during the Oct. 20 District of Sparwood council meeting.
BYLAWS
Bulk Water Station – Utility and Solid Waste Management Amendment Bylaw
Council adopted the Utility and Solid Waste Management Amendment Bylaw No. 1377, 2026. The amendment establishes rates and definitions required for the new Bulk Water Station, which is expected to be operational by the end of October 2026. The station will provide a self-service, metered system allowing customers to purchase and pay only for the volume of water they use rather than paying a fixed daily charge.
Hydrant-based bulk water service will remain available in limited circumstances where use of the Bulk Water Station is not possible or has been authorized by the district. Customers obtaining water for commercial beverage production, agricultural use, carwashes, resale of water, or other high-demand uses will continue to require applicable Water Use Permits.
INTERNAL REPORTS
Fitness Class Programming
Following an extended trial of fitness programming at the Recreation Centre, registration continued to fall below the level needed to recover direct program costs. Of 128 classes scheduled in 2026, 76 were cancelled due to low registration, while classes that proceeded averaged approximately 2.4 participants compared with the six participants required to break even.
Staff also explored digital fitness programming; however, a reliable and cost-effective option could not be established. With fitness services already available through local providers, the district will not prioritize recruitment for in-person or digital fitness classes at this time. Resources will instead focus on core recreation services and programs with stronger demonstrated demand or a more sustainable delivery model.
Fitness programming may be reconsidered in the future if community demand increases or a viable proposal can meet the district’s cost-recovery requirements.
FoodCycler Pilot Program Final Report
Council received the final results of the FoodCycler Pilot Program, a 12-week initiative involving 100 Sparwood households that explored an alternative approach to residential food waste diversion. The final report summarizes program use, diversion rates, participant feedback and overall effectiveness. No further action is proposed at this time, with any future expansion or organics diversion initiatives to be considered by council.
