The following is a synopsis of what occurred during the Sept. 19 District of Sparwood council meeting.
Delegation
Teck – Fording River Operations
Casey Brennen, Dan L’Heureux and Natasha Essar provided council with an overview of the proposed Fording River Operations Active Water Treatment Facility. Teck is planning to build the second active water treatment facility identified in the Elk Valley Water Quality Plan to reduce nitrate and selenium in the water downstream of the Fording River Operations. The facility will be constructed within Fording River Operation’s mine permit boundaries and on the mine site.

Business
Michel-Natal-Sparwood Heritage Society
Council authorized a lease agreement between the District of Sparwood and the Michel-Natal-Sparwood Heritage Society be executed for the operation of a museum at 141B Aspen Drive. The term of the lease is for five years commencing December 2.
Leisure Centre Concession Lease
Council directed that notice be posted that they will be considering a resolution at the regular meeting on October 17, to authorize the disposition of the Leisure Centre Concession by way of a lease agreement to Michele Dwyer for one year commencing October 18. A copy of the lease and related documents may be inspected at the District of Sparwood Municipal Office, 136 Spruce Avenue during regular business hours of Monday to Friday, 8:30 a.m. – 4 p.m., excluding statutory holidays. Development Variance Permit – 1206 Valley View Drive
Council authorized notices to be sent out to owners and occupants residing within 60m of 1206 Valley View Drive to advise them that they will be considering varying a section of the Zoning Bylaw at the October 3 regular meeting. The variance, if approved, will increase the maximum height of an accessory building from 3.65 metres (12 feet) to 4.27 metres (14 feet) from grade to eaveline. If you believe you will be affected by this variance and wish to share comments with council prior to their consideration, you will be provided an opportunity to be heard at the October 3 meeting or you may submit your comments in writing to the District of Sparwood, Box 520, Sparwood, BC V0B 2G0 or by email to [email protected] before 10 a.m. on Monday, October 3.
Bylaws
Youth Advisory Commission Bylaw
Youth Advisory Commission Bylaw 1191, 2016 was adopted. This bylaw was required in order to create a Youth Advisory Commission, which would provide the required oversight for the development of a youth network in Sparwood.
Permissive Tax Exemption Bylaw Amendment
Permissive Tax Exemption Bylaw 1156, 2014, Amendment Bylaw 1193, 2016 was given three readings following an amendment to the Permissive Tax Exemption Policy. This amendment provides the municipality with authority to exempt the Sparwood Treehouse Daycare and a portion of the Royal Canadian Legion from municipal property taxes.
Utility and Solid Waste Management Bylaw Amendment
Utility & Solid Waste Management Bylaw 1014, 2009, Amendment Bylaw 1190, 2016 was given third reading as amended. This amendment proposes to institute a requirement for garbage cans with tight fitting lids in all residential zones, eliminate use of plastic bags require animal resistant waste container enclosures in R3 – High Density Residential zones, and establish a Pilot Program for up to five businesses who have a history of human-wildlife conflicts that will be permitted to upgrade their garbage bins to bear resistant ones. The district would no longer pick up the garbage from those participating. The loss in revenue is anticipated to be offset by the increase of staff resources to be used elsewhere. Participants, however, will continue to pay the basic rate to the district.

Emergency Social Services Director
Council appointed Charmaine Lucas as the Emergency Social Services Director (ESSD) for the District of Sparwood. Lucas is a resident of Sparwood and has participated in emergency social services training through the Justice Institute of BC.
Youth Advisory Commission
Council appointed the following individuals to the Youth Advisory Commission commencing October 1 for a period of two years: Abby Hughes, Student, Sparwood Secondary School;
Amanda Marshall, RN, BN, Public Health Nurse;
Corporal Dan Hayes, Elk Valley RCMP;
Dane Campbell, Student, Sparwood Secondary;
Duane Lawrence, District of Sparwood;
Linden Hay, Student, Sparwood Secondary;
Penny Lowe, Athletic Director, Sparwood Secondary;
Tammy Ogden, Community Liaison, Teck; and John Baher, Councillor, District of Sparwood.
Request for Proposals – Youth Coordination Services
The Sparwood Youth Advisory Commission is requesting proposals from interested businesses or individuals for the provision of youth coordination services in Sparwood. This opportunity involves the development and implementation of a Youth Engagement Strategy with the goal of delivering programs, activities and events that are specific to the current interests of local youth between the ages of 12 and 18 years within Sparwood. The contract, once a successful proponent has been selected, will be for one year with the option to renew for an additional two years. Qualified businesses or individuals are invited to submit written proposals to: District of Sparwood, Att. The deadline for submissions is October 6 at 4 p.m.
