Invasive Plant Management Program

Kevin Paterson, Environmental Services Manager, Regional District of East Kootenay, appeared before District of Elkford council Dec. 12 as a delegation and provided information on the Invasive Plant Management Program. The main goals of the program are: education and awareness for residents, governments, and industries; enforcing the Provincial Weed Act; coordinating and planning local activities; and working with the land owners on the program planning. He stressed that the responsibility for the weed management lies with the property owners and occupiers. Council consented to the adoption of the RDEK Invasive Plant Management Service Establishment Bylaw.

National Sex Offenders Registry

The district will send a letter to Prime Minister Stephen Harper supporting the request from the City of Greenwood and the City of Fort St. John to alter the Criminal Code of Canada to allow the National Sex Offender Registry to be made available to the public.

Canal Flats Community Recreation Fund Application

District council voted in favour of supporting the Village of Canal Flats’ Community Recreation Fund Grant Application in the amount of $800,000 for upgrades to its arena. Canal Flats provide recreation services to the Columbia Valley, the East Kootenay, including Elkford, and to members of the Alberta Minor Hockey Association.

Development Permit, 4 Iskut Road

Council authorized the issuance of the Development Permit for a mobile office structure at 4 Iskut Road.  The property is located within the Industrial Development Permit Area. As such, the new construction must meet the requirements of the Official Community Plan such as landscaping, noise buffering, and storage and waste disposal.

Development Permit, 10 Iskut Road

Council authorized the issuance of the Development Permit for a steel storage/maintenance structure at 10 Iskut Road. This property is also in the Industrial Development Permit Area and must meet the same requirements of the Official Community Plan as the previously-mentioned property.

Canada-European Comprehensive Economic & Trade Agreement

The District of Elkford will send a letter of concern to Prime Minister Stephen Harper regarding Canadian water rights that may be affected should the Federal Government sign the CET Agreement.

Elkford Five Year Financial Plan Amendment Bylaw No. 726, 2011

The Elkford Five Year Financial Plan Amendment Bylaw No. 726, 2011 was adopted.  All District of Elkford bylaws can be viewed on the district website at www.elkford.ca

The next council meeting will be on January 9, 2012.
