Access Guardian Program

District of Elkford council March 12 approved a $10,000 per year financial contribution to support the Elk Valley Access Guardian Program for the years 2013, 2014 and 2015.  The program is a partnership between the Elk Valley Communities, the Regional District of East Kootenay Electoral Area A and Columbia Basin Trust to provide funding for the Conservation Office to hire an additional full time employee that would perform Access Guardian duties during the summer months and Conservation Officer duties during the winter months.

Earth Hour March 31, 2012

Earth Hour is an annual, global event to raise awareness about climate change and energy conservation and efficiency.  The 2012 event has been scheduled for March 31, from 8:30 p.m. to 9:30 p.m.  During this time residents are encouraged to switch off all unnecessary lights and equipment to save energy.

Live Fire Training Facility, 2300 Balmer Drive

A Development Permit was approved for the construction of a Live Fire Training Facility to be located at the Elkford Fire Hall.  The permit is required since the property is located within the Energy and Water Conservation development permit area as identified in the Official Community Plan.

A Development Variance Permit was also approved to increase the height of the Live Fire Training Facility to 10.67 m.

Development Variance Permit #12-01, 2 Douglas Crescent

The owner of the property proposed to construct a garage at #2 Douglas Crescent, behind the primary residence.  The property is a corner lot with highway frontage on two sides.  The owner requested a Development Variance Permit to decrease the side yard requirement to 1.5 meters and to increase the height requirement of the building to 4.88 m.  The District of Elkford approved the increase in the height of the building but did not approve the request to decrease the side yard requirement.

Wilderness Heights Modular Home Community Park – Bluebell Area

The Bluebell property is a 19 acre parcel located at the corner of Balmer Drive and Alpine Way.  It was formerly a mobile home park that was decommissioned a number of years ago.  The property was rezoned from R-MP Mobile Home Park to R-5 Comprehensive Development in 1999.

The owner of the property has applied to rezone the property to allow a mobile home park.  In order to consider the owner’s request, the District must amend the Official Community Plan and the current Zoning Bylaw.  Both amendment bylaws received their first two readings during the Regular Council meeting of March 12.  The District of Elkford will hold a Public Hearing on April 3, at 6 p.m. at the Recreation Centre Banquet Hall to hear representations from persons who deem their interest affected by the amendments.  If unable to attend the Public Hearing, persons may submit written comments no later than 4:00 pm, April 3, to: District of Elkford, P.O.
