DOI Council Highlights

Two resolutions regarding deer approved

District of Invermere council Feb. 12 approved two resolutions regarding deer.

The first resolution was for the Association of Kootenay Boundary Local Government annual general meeting that will be held in April. The resolution asks the province to resume their responsibility and or provide adequate funding to effectively manage the impacts of urban wildlife.

The second resolution offered financial contribution to a maximum of $15,000 from the District of Invermere to any non-lethal deer management options which are approved by the province.

Bylaws

Council adopted the following bylaws:

Sanitary Sewerage User Rates Amendment Bylaw No. 1463

Revenue Anticipation Borrowing Bylaw No. 1463

Lake Windermere Surface Zoning- Zoning Bylaw Amendment No. 1460

Parks and Facilities Regulation Amendment Bylaw No. 1455 and Cemeteries Operation and Regulation Amendment Bylaw No 1465 both received three readings.

Water Utility User Rates Amendment Bylaw No. 1462 received second and third readings.

Award of contract

Layfield Environmental Ltd. was awarded the de-sludging contract for Cell #1 at the waste water treatment plant for the maximum amount of $385,278.32.

Community Energy and Emissions Plan

Council adopted the Community Energy and Emissions Plan with the exclusion of all actions. The actions will be brought forward to a future Council strategic planning session as part of the 2014 Financial Planning process.

District of Invermere Advertising Policy

Council approved Advertising Policy 2013-01; and awarded 2013 advertising requirements to the Columbia Valley Pioneer.

Downtown Parking Strategy

The Downtown Parking Strategy, excluding the proposed actions contained within the report was adopted. An implementation plan will be developed for integration into the 20 year Capital Plan.

Cenotaph Redevelopment Project

Council approved the redevelopment concept for the Cenotaph including the partial road closure for 12th Street. Consultation will begin this spring as funds continued to be sought.

Industrial /Business Park Plan

The Industrial/Business Park plan was adopted and an implementation plan that is consistent with the approved 2013 Capital Plan will be developed. Local consultation on access improvements, including the proposed round about on Panorama Drive will be undertaken in 2013 with a target implementation in Spring 2014.

Special Events

Wings Over the Rockies Festival to be held May 6-12, was authorized.

In support of Eileen Madson Primary Playground Project

The district agreed to work in partnership with School District No. 6 to access School Community Connections Program funds from UBCM for the purpose of improving accessibility and upgrading the current play structure.

Windermere Valley Early Childhood Development Team

Council approved $50 sponsorship for the Windermere Valley Community Services Guide.
