New deputy fire chief in the works

A Deputy Chief / Fire Prevention Officer will be hired to serve the Elk Valley / South Country Fire & Rescue Services. The new position will assist the Jaffray, Baynes Lake and Hosmer Fire Departments and will fill the role of Fire Prevention Officer for all Regional District of East Kootenay (RDEK) Fire Departments.

RDEK to continue to provide dog control services to Radium

The regional board chair and chief administrative officers (CAO) were Nov. 2 authorized to sign an agreement with the Village of Radium Hot Springs for the provision of dog control services for the term November 3 to October 31, 2017.

New member for Rushmere Utility Advisory Commission

Ariste Bruemmer, Bruce Shand, Stewart Zarowny and Byron Schmidt have been reappointed and Ken MacRitchie has been appointed to the Rushmere Utility Advisory Commission for a two-year term. The Advisory Commission makes recommendations to the Area Director on the operation and maintenance of the Rushmere Water System.

Wood Stove Exchange Program supported

The RDEK has thrown its support behind Wildsight’s proposed wood stove exchange program for Electoral Areas C and E. The RDEK will also waive inspection fees for new wood stoves obtained under the program in the affected areas.

Discretionary Grants-In-Aid (DGIA)

The Meadowbrook Community Association will receive $5,000 from the Electoral Area E DGIA account to go towards its efforts to raise funds to purchase the mining claim near Cherry Creek Falls.

The Canadian Mental Health Association for the Kootenays will receive $1,000 from the Electoral Area C DGIA account for the annual Community Christmas Dinner. In addition, the Cranbrook Skating Club’s CanSkate Program will receive $500 and the Kimberley Dynamiters Wall of Fame Group will receive $500 from the Area C DGIA account.

New Campground Bylaw

The board gave first and second reading to Campground Bylaw No. 2403, a new regulation to govern the development of campgrounds in the RDEK. Under the proposed bylaw, developers will be required to apply for and obtain a campground permit before the construction of a new campground or the expansion of an existing facility is allowed. The bylaw provides for a uniform set of development standards for campgrounds including density, accessory uses and servicing. In order to implement the campground bylaw, each of the RDEK’s zoning bylaws requires amending. Public hearings on Bylaw No. 2403 and the related zoning amendments will be held around the region in November.

CBT contributes to Windermere Creek Study costs

The chair and CAO have signed a Contribution Agreement with Columbia Basin Trust for the Windermere Creek Geotechnical Study in the amount of $8,000. The contract for the study has been awarded to Northwest Hydraulics Ltd. for a total price of $24,400, excluding HST.

Spur Valley Water Project goes to petition

Preparations are underway to move forward with upgrades to the Spur Valley Water System. At its November Meeting, the RDEK Board approved $100,000 in Community Works funds for the upgrade. A petition process will be used to seek elector assent for the establishment of a service to upgrade the Spur Valley Water System.

Request for reduced speed zone

A letter will be sent to the Ministry of Transportation and Infrastructure requesting that the speed limit on Brenner Road (by the new transfer station) be reduced to 40km/hr.

November 27—7 to 9 p.m. – Wasa Official Community Plan—Introductory Meeting Wasa Community Hall. You are invited to attend an introductory public information meeting which will initiate the Wasa and area planning process. The introductory meetings, questionnaires, and visioning workshops are opportunities for residents to work together with RDEK staff to provide the history of and envision the future of their communities and to have that vision drafted into a bylaw that provides long range direction and helps guide future decision making. Agricultural Plan Open Houses

You are invited to come and talk with Dave Struthers, agricultural consultant, about agriculture in the East Kootenay region. He will lead the open houses, share information about the land use inventory, and discuss the future of agriculture in our region, Tuesday, November 13 from 7 to 9 p.m.  at the Jaffray Community Hall Windermere Lions Hall (Visitors Centre), 7375 Jaffray Village Loop Rd 611 Highway 93/95.

Monday, November 19 and- Wednesday, November 21, 7 to 9 p.m.  at Grasmere Pioneer Hall and Brisco Community Hall.

Windermere Water Valve Replacement Project

Work is underway, and will continue until the end of November on the Windermere Water Valve Replacement Project. There will be ongoing water service interruptions during this time. Thank you for your patience, as we work to improve the operation of the water distribution system.
