Fernie Council Connection

The following is a synopsis of what occurred during the June 27 City of Fernie council meeting

1. AGREEMENTS, LICENCES PERMITS & POLICIES

GD Lil Griz1.1 2017-19 Griz Days Partnering Agreement with the Fernie Chamber of Commerce  Council authorized notice of its intention to provide assistance to the Fernie Chamber of Commerce under the terms of a partnering agreement for the provision of municipal services, being the hosting of the 2017, 2018 and 2019 Griz Days Festivals, providing for the payment by the city to the chamber the sum of $10,000 for the services described in the Agreement.

RDEKFernieLegion1.2 The Royal Canadian Legion, Branch No. 36 – Application for a Structural Change to a Liquor Primary and Liquor Primary Club for an outdoor patio.  Council recommended the issuance of a structural change to the Liquor Primary and Liquor Primary Club licence for the addition of an outdoor patio.

1.3 Development Variance Permit No. 388 for 561-9th Avenue   Council approved DVPA-388 and gave notice of their intention to consider the issuance of DVP – 388 which will vary the minimum front yard setback for the construction of a carport.

1.4 Development Variance Permit No. 389 for 1209 Ridgemont Crescent to vary the minimum front yard setback and maximum eave projection for the construction of a sunroom addition with sundeck. Council approved DVPA-389 and gave notice of their intention to consider the issuance of DVP – 389. Report to Council

1.5 Development Variance Permit No. 391 for 32 & 34 Shadow Road to vary the screening requirements for outdoor storage. Council approved DVPA-391 and gave notice of their intention to consider the issuance of DVP-391 which will vary the screening requirements for outdoor storage. Report to Council

1.6 Outdoor Patio Application – 011 The Valley Social  Council directed staff to post notice of its intention to dispose of City property located adjacent to 562A – 2nd Avenue by way of a licence of occupation for a specified fee of $10 per square meter for a one year term. Report to Council

2. BYLAWS

2.1 Fire Protection and Life Safety Bylaw No. 2029, Amendment Bylaw No. 2, Bylaw No. 2300, 2016 with regards to the delivery and maintenance of “Full Fire Service Operations Level” was adopted. 3. OTHER INFORMATIONAL ITEMS

3.1 2015 Annual Municipal Report Council accepted the City of Fernie 2015 Annual Municipal Report. Report to Council | Annual Municipal Report

3.2 Fernie Youth Action Network  Council adopted the Youth Action Network Oversight Committee Terms of Reference as presented and appointed Councillor Levesque as the Council representative to the Youth Action Network Oversight Committee.

3.3 Select a Member of Council to Participate in the AGLG Audit  Council appointed Councillor McSkimming to represent council and participate in an interview as part of the audit that is being undertaken by the Auditor General for Local Government from June 27 – July 8, in relation the identification of the strengths and challenges of human resource practices within smaller local governments and the identification of opportunities for improvement and best practices. Report to Council

3.4 Annual Development Cost Charges Report   Council approved the report and directed staff to make it available to the public from the time it considers the report until June 30 in the following year.

3.5 2015 Statement of Financial Information (SOFI) Council approved the 2015 Statement of Financial Information (SOFI) as presented.

3.6 Mayor and Council Remuneration and Expense Policy Update  Council approved the amended Mayor and Council Remuneration and Expense Policy as presented.

7CrownOverallMapwInsetsCMYK23.7 RMI Festival and Events Funding Recommendations      Council directed staff to amend the 2016 RMI funding recommendations to reduce the recommended funding from the Fernie and District Historical Society by $1,500 dollars and allocate the said amount to the Roundtable on the Crown of the Continent. 3.8 Award of Contract to Northwest Hydraulic Consultants (NHC) for Professional Hydro technical Consulting Services   Council received the report regarding the award of contract to Northwest Hydraulic Consultants (NHC) for professional hydro technical consulting services for a total cost of $92,720 excluding GST as information. 4. UPCOMING MEETINGS AND OTHER NEWS

4.1 Next scheduled meetings of council are: Monday, July 11 -Committee of the Whole at 10 a.m. and the Regular meeting of Council at 7 p.m. in Council Chambers.

4.2 Summer Hours for City Hall – effective Tuesday, July 5 opening hours will be from 8 a.m. – 4 p.m. The return to regular City Hall opening hours of 8 a.m. – 5 p.m. will occur on September 6, the day following Labour Day.
