The following is a synopsis of what occurred during the July 25 City of Fernie council meeting.
1. OTHER INFORMATIONAL ITEMS
1.1 Bylaw Enforcement Officer re: Unsightly Properties Council authorized the cleanup of properties located at 1 St. Margaret’s Road, 34 & 36 Silver Ridge Drive, after giving reasonable notice to the owners of the property as well to take the required action to cut and remove all long grasses and weeds on entire property at the expense of the owners of the subject property, and recover the costs incurred from those owners as a debt in accordance with sections 16 and 17 of the Community Charter, [SBC 2003] Ch. 26. 1.2 Senior Citizens Drop-In Centre request for Letter of Support – New Horizons for Seniors Grant Application. Council directed staff to provide a letter in support of the Fernie Seniors Drop-In Centre application for funding with New Horizons for Seniors. Request for Letter of Support
1.3 Council Appointment to Elk River Alliance Flood Management Committee Council appointed Councillors Qualizza and McSkimming to represent Council on the Elk River Alliance Flood Management Committee as well, The Director of Planning as the staff representative.
1.4 Public Art at the Fernie Memorial Arena Council directed staff to de-accession the public art on the Fernie Memorial Arena; and work with the Fernie Arts Council to revitalize the public art space in 2017. Report to Council |Arena Art Work Agreement |Public Art Policy
1.5 STARS in the Valley Golf Tournament The City of Fernie will sponsor a team comprised of council and/or staff and council to participate in the “STARS in the Valley Golf Tournament as well, will sponsor a hole at the tournament. Further to this the City of Fernie will be in contact with the other municipalizes /communities in the Elk Valley as well the Regional District of East Kootenay (RDEK) challenging them to match Fernie’s contribution as all communities and municipalities in the area benefit greatly from STARS being able to operate in the valley 2016 STARS in the Valley Package-1
1.6 Council Summer Schedule Council authorized that the previously scheduled meetings for Monday August 8 be cancelled. 2016-06-13 Report to Council
1.7 Fernie Mountain Bike Association Funding Request – WAM BAM 2016 Council gave direction to staff to look into where funding could be allocated from to sponsor the Fernie Mountain Bike Association Funding Request – Wam Bam 2016 Email from WamBam
1.8 Seminar re: POLIS Project on Ecological Governance – Council approved the attendance of Councillor Qualizza to participate in the POLIS Project on Ecological Governance following the Union of British Columbia of Municipalities (UBCM) Conference in September and the expenses that go along with it. Request from Councillor Qualizza
1.9 Legalization, Regulation, and Restriction of Access to Marijuana The Federal Government is requesting input from all sectors and all Canadians regarding Marijuana Legalization and Regulation. Deadline to complete the survey is the end of August, 2016 Link to Discussion Paper and Survey
The Minister of Justice and Attorney General of Canada, supported by the Minister of Public Safety and Emergency Preparedness and the Minister of Health, has created a Task Force on Marijuana Legalization and Regulation (“the Task Force”). The Task Force is mandated to engage with provincial, territorial and municipal governments to name a few organizations to receive submissions from interested parties including individual Canadians to consult widely, listen and learn, and commission any necessary focused research to support its work. Council will hold a Special meeting in August to submit the survey before the August 29, 2016 Deadline. Date yet to be determined.
2. UPCOMING MEETINGS AND OTHER NEWS
2.1 Next scheduled meetings of council are:
Monday, August 22 – Committee of the Whole at 10 a.m. and the Regular meeting of Council at 7 p.m. in council chambers.
2.2 Fire Smart Workshop The public is invited to attend a Fire Smart Community Champion Workshop on: Wednesday, August 10 from 6 to 9:30 p.m. at the Fernie Senior Citizens Drop-In Centre – 562 3rd Avenue.
