The following is a synopsis of what occurred during the Oct. 24 City of Fernie council meeting.
1. AGREEMENTS, LICENCES PERMITS & POLICIES
1.1 Development Variance Permit Application No. 395 for 192-2nd Avenue. Council authorized the issuance of the permit to vary the minimum side yard setback along a portion of the north property line and to waive the provision for visibility at intersections for accessory buildings. 2. BYLAWS
2.1 Bylaw No. 2306, Zoning Bylaw No. 1750, Amendment Bylaw No. 185, 2016 for 861-9th Avenue. Council approved the application to amend Zoning Bylaw No. 1750 by rezoning Lot 4, Block 77, District Lot 4588, Kootenay District, Plan 734A from R1 – Single Family Residential to R1B – Single Detached Plus Residential; and gave first and second reading and scheduled a public hearing for the Bylaw. 3. OTHER INFORMATIONAL ITEMS
3.1 Inter-Community Business Licence Bylaw No. 2308, 2016 was read a first and second time and Council directed staff to give public notice of their intention to adopt Inter-Community Business Licence Bylaw No. 2308, 2016 and provide an opportunity for persons who consider they are affected by the bylaw to make representations to Council. 3.2 Royal Canadian Legion – Council approved the various requests put forward by The Royal Canadian Legion with respect to the upcoming Remembrance Day Ceremony to pay tribute to fallen comrades. 2016 Legion Requests – Remembrance Day
3.3  Letter from MacGregor re: Commemoration for Mr. Heiko Socher  Council has directed staff to forward the letter from Mr. MacGregor to the Fernie Trails Alliance to see if there is some way to formalize the naming of the Trail commonly known as Heiko’s trail and how the City of Fernie might be able to participate in the process. Further to this council has requested that Mr. Heiko Socher be added to the Wall of Fame in City Hall to honour his contribution to the community. 4. OTHER NEWS
4.1 Budget Survey Council is once again seeking public input into the development of the annual budget. “What’s important to you!” We strive to provide satisfactory Sustainable Service Delivery by maximizing benefits and minimizing risks and cost to acquire, operate, maintain and replace assets. 4.2 Temporary Treated Effluent Discharge to Elk River  The City of Fernie wishes to advise area residents that in order to dispose of excessive amount of storm water in the sanitary sewer collection system due to recent rains it is necessary to extend the temporary discharge of treated effluent to the Elk River. This discharge began Tuesday, October 11 and will be extended through to Tuesday, November 15, in accordance with the Ministry of Environment operating permit. Water / Sewer
4.3 Water Quality Advisory Rescinded effective immediately!  The City of Fernie has rescinded the Water Quality Advisory issued on October 21, 2016. Current testing indicates the Water Quality is “GOOD” with Turbidity levels less than 1 NTU.
4.4 Discretionary Grants Deadline for applications for 2016 is October 31. Community groups or organizations that can demonstrate financial need and are interested in requesting grant funding from the City are encouraged to review the Discretionary Grant Guidelines and if eligible apply. 4.5 Resort Municipality Initiative (RMI) Funding Deadline for submissions – November 30. Further application intakes may be offered later in 2017 if funding permits. Applications are now being accepted through the (RMI) Festival & Event Development Program for limited funding available to assist community organizations with the cost of developing and hosting festivals and events in 2017. Applicants need to be able to demonstrate financial need and that the proposed festival or event will have a positive impact on the Fernie and area tourism economy. RMI
4.6 Employment Opportunity – Manager of Planning – Reporting to the Director of Planning, the Manager of Planning is expected to strategically advance and manage the work program of the Planning Department. Be responsible for supervising, staff, coordinating updates to bylaws, managing planning projects, reviewing complex land use applications, overseeing applicable city appointed committees and preparing reports to council. The successful candidate will have experience working in the municipal sector or related area preferably in a fast-paced environment. Experience in a resort or mountain community would be an asset.
