Sparwood Council Facts

Following a hearing to receive input from the public, Zoning Bylaw No. 264, 1981, Amendment Bylaw 1132, 2013 was given third reading and referred to the Ministry of Transportation and Infrastructure for approval on Nov. 4 by District of Sparwood council. This amendment is to address the sideyard setback requirements in most single-family residential zones and text amendments clarifying some of the language surrounding density, secondary suites, and building height. Staff was also directed to report back to council on off street parking and storage of vehicles in residential zones.

Highway 3 Beautification Program

In the fall of 2012 the District of Sparwood was successful in receiving funding from BC Hydro for the Highway 3 Underground Beautification Program.

During a recent review of the project, BC Hydro indicated that they may be able to remove all of the overhead lines on the east side of Highway 43 and relocate the Highway 3 crossing east of the entrance to Mountain View Mobile Home Park.

Staff was directed to include ornamental street lights in the program from Red Cedar Drive to east of the intersection of Highway 43.

Council Remunerations

Staff was directed to prepare a report and draft bylaw to provide for increases to Mayor and Council remuneration, at a rate being the average of the increases in council remuneration for the East and West Kootenay Local Governments. The rate increases shall be applied for the years of 2013 –2017 effective on January 1 of each year.

Reporting to residents on the Windrow Removal Pilot Program

Council has resolved to provide a pilot program for windrow removal for the 2013/14 winter season.

To report back to the citizens on the costs associated with the 2013/2014 pilot program, equipment rates and labour costs directly associated with the program will be tracked. This information will assist council in future decision-making around provision of this added service to residents.

2013 Kootenay Literary Competition

As with previous years, there are two age groups — youth (grades 7-12) and adult (18+ years) — competing for cash prizes in creative fiction, non-fiction, and poetry categories. Winter Parking for Snow and Ice Control

SparPubWorksDuring the winter months, the district’s snow clearing teams are busy working to keep your roads safe and clear for motorists, pedestrians and public transit.

The district’s snowplows cannot deliver their best service when vehicles are parked on highways, roadways or lanes. The district asks you to please park your vehicle(s) in your driveway as soon as the snow begins to fall – empty streets enable snow plows to do a better job and ensures room for sanding equipment to cover more space.

To achieve efficiencies in snow removal and to reduce unequal windrow distribution while plowing,  on-street parking will be prohibited from 6 a.m. to 4 p.m. October 1 to March 31.

Residents should note that:

– Parking on the street during snow plowing, snow removal, snow hauling, or sanding operations is prohibited;

– It is an offence to push, place or throw or allow to be pushed, placed or thrown any snow or ice upon a highway or lane;

– That no advance warning is required under the bylaw and the Motor Vehicle Act and offending vehicles will be towed. Please make appropriate arrangements for parking your vehicles.
