Sparwood Council Facts

The following is a synopsis of what occurred at the Feb. 6 District of Sparwood council meeting.

Delegations

RCMP – Elk Valley Regional Detachment

Sgt. Will Thien of the Elk Valley RCMP Detachment presented the 2016 third and fourth Quarter Report on offences responded to by the detachment.  The report reflected a decrease of one per cent in calls for service during the third quarter of the year and a decrease of three per cent in calls for service during the fourth quarter of the year over the same periods in 2015. A copy of the report is available here.

Michel-Natal-Sparwood Heritage Society

David Wilks

David Wilks of the Michel-Natal-Sparwood Heritage Society made a presentation to council regarding the society’s application for a British Columbia/Canada 150 Developing Infrastructure Grant. The society is applying for a grant of $40,000, of which their portion would be $8,000, to be used to purchase equipment for the museum now located in the district’s building at 141B Aspen Drive.

Council authorized funding in the amount of $8,500 that has been budgeted for replacement of windows in the building to be used as the Society’s portion of the grant application. This authorization is conditional upon the society including the replacement of windows as part of the grant application. A copy of the society’s presentation is available here.

Business

Regional District of East Kootenay (RDEK)

Council provided consent to the RDEK’s proposed Elk Valley Victim Assistance Service Establishment Bylaw Amendment. This amendment will increase the maximum requisition for the Elk Valley Victim Assistance Service by $3,025 to $15,300 for 2017.

Bylaws

Municipal Ticket Information Bylaw Amendment

Municipal Ticket Information Bylaw 1175, 2015, Amendment Bylaw 1200, 2017 was adopted. This amendment was required in order that changes (Amendment Bylaw 1198) to the Utility and Solid Waste Management Bylaw 1014 may be enforced. The changes under Bylaw 1198 include:

– Placing residential waste out prior to 5 am on scheduled collection day;

– Failing to place waste in secured containers;

– Commercial waste containers must be 3 metres away from a building or gas meter; and

– Commercial waste containers cannot obstruct emergency vehicle access.

Columbia Basin Trust (CBT) 

Community Initiatives & Affected Areas Programs

Applications are now being accepted for the 2017/18 CBT Community Initiatives and Affected Areas Programs.  The programs support local projects that provide additional value to Basin communities and that benefit the broad community and public good.  Application forms and proposal guidelines are available online through the Regional District of East Kootenay (RDEK) at www.rdek.bc.ca or can be picked up at the District of Sparwood Municipal Office. The application deadline for project proposals is 9 a.m. Tuesday, February 14, to the RDEK office.

Winter Parking & Snow Clearing Regulations

We would like to remind residents that the district’s Winter Parking Regulations came into effect on October 1. Section 36 of the Sparwood Traffic, Parking and Highway Regulation Bylaw No. 472, 1987 prohibits on-street parking between the hours of 6am and 4pm, October 1 to March 31.

Residents should note that:

Parking on the street during snow plowing, snow removal, snow hauling, or sanding operations is prohibited;

It is an offence to push, place or throw or allow to be pushed, placed or thrown any snow or ice upon a highway or lane;

That no advance warning is required under the bylaw and section 189(1)(n) of the Motor Vehicle Act and offending vehicles will be towed.

Please make appropriate arrangements for parking your vehicles. The fine for non-compliance is $100

2017-2021 Financial Plan – Public Open House

Tuesday, February 28 from 5 – 7 p.m. at 
Council Chambers, 136 Spruce Avenue.

Do you live in Sparwood or own property?  Then you are invited to a Public Budget Consultation Meeting that will be held to discuss the district’s Financial Plan for the next five years.

Council invites and encourages citizens to attend and provide feedback that will assist Council in setting priorities for our community for 2017-2021.

Can’t make it? You will be able to find the information displayed at Greenwood Mall and on our website at www.sparwood.ca during the month of March.
