Sparwood Council Facts
District of Sparwood council April 23 received a request from the Sparwood Lions Club to waive the fee for use of the district’s portable sound system. The organization is co-hosting a Lions Club conference in Fernie the weekend of April 27.
Kootenay Tae Kwon-Do
The Kootenay Tae Kwon-Do club is attending the World Cup Tournament in Brighton, England in early October 2012. The club has requested that the district make a donation of facility space so that the students have a place to practice. Council declined the request as the Kootenay Tae Kwon-Do Club is a business and as such the district cannot assist a business. Council wishes success to all of the athletes attending this tournament.
District of Elkford Sign
Council approved issuance of a sign permit to the District of Elkford for their directional sign east of the Highway 3 / Highway 43 intersection.
609 Douglas Fir Road
A request from Teck for a two-year extension for the trailer addition at 609 Douglas Fir Road was approved by Council. Teck is currently looking for a location to construct a permanent office building.
Flood Protection Grant
The District had received approval from the Building Canada Fund for $11,000 in federal/provincial funding for the Elk River Riprap Protection Work. Since receiving the approval the district has discovered the federal funding component of the grant triggers a Canadian Environmental Assessment which would put the cost to the district above the estimated cost of doing the project without the grant. Staff was directed to refuse the federal portion of the funding and work with the Provincial Government only on this project.
Access to District Lot 8524
Council approved a Land Use Permit with the owners of District Lot 8524 for access to the east side of their property. This access is located behind the CP Rail station in Sparwood.
Public Relations Committee
The following recommendations from the Public Relations Committee Meeting held April 11, were approved by council.
– Promotional materials be provided to the Coal Miner Days silent auction fundraiser on May 5;
– The public be invited to a reception in council chambers on April 23, from 6 to 6:45 p.m. where a presentation by Rose Sharma on behalf of Senator Jack Austin will be made to council;
– Council will host a meet and greet from 1 to 4 p.m. at ‘A Taste of Sparwood’ on Sunday, April 22, at Greenwood Mall and a promotional ‘free draw’ item will be provided; and
– Promotional items consisting of temporary tattoos, mood pencils, pens, water bottles and sports packs be purchased.
Bylaws
Zoning Bylaw No. 264, 1981, Amendment Bylaw 1064, 2012 was adopted. This amendment had been requested to change the zoning at 9565 Highway 43 from A-1 (Agricultural Land) to R-MP (Mobile Home Park).
Sewer and Water Reserve Replenishment Parcel Tax Assessment Roll Bylaw 1091, 2012and Sewer and Water Reserve Replenishment Parcel Tax Bylaw 1092, 2012 were given first, second, and third reading. The parcel tax bylaw will allow funds to be put in reserve for future sewer and water system replacements.
Council travel
Any available council members were authorized to attend the BC Hydro Operation Update meeting in Cranbrook on May 16, and the Elk River Watershed workshop in Fernie on May 30.

Arts and Culture Week
The Sparwood & District Arts and Heritage Council invite everyone in the community to take part in Arts & Culture Week April 22 to 28. A few suggestions of activities to celebrate the week are: displays of art, crafts, photos etc., ethnic displays or wearing ethnic dress, song, dance or instrumental performances. Dangerous Play Habits
Once again, with spring in the air, children are spending more time playing outdoors. To drivers – please slow down and keep a watchful eye for children – and parents please teach your children the dangers of playing in the street.
Time to buy your dog a new licence
The District of Sparwood’s Animal Control Bylaw requires every dog to have a current year licence by January 15. A neutered or spayed dog tag is $10 with vet certificate and $30 for an unaltered dog.
Why licencing your dog should be your #1 priority:
– If your dog gets lost, a licence is the fastest way to reunite you and your dog. Even if your dog is microchipped, a licence tag is immediately visible and doesn’t require a scanning device to read it. Dogs are often returned to their owners when visiting neighbouring communities by calling the dog’s owner at their address on file with the district;
– Your dog’s licence shows that you are a responsible dog owner. When you walk your dog people will notice the licence on your dog’s collar and know that you really care about your dog’s welfare;
– Licencing lets others know that your dog is not a stray. Often found dogs are kept by the people who find them; and
– It’s the law. Failure to licence your by January 15 can result in tickets and impound fees.
