Sparwood Council Facts

The following is a synopsis of what occurred during the July 21 District of Sparwood council meeting.

BYLAW

Fire Services Amendment Bylaw No. 1375, 2026

Council adopted Fire Services Amendment Bylaw No. 1375, 2026. The amendments update the District’s Fire Services Bylaw to align with current provincial legislation and operational practices. Key updates include simplifying the backyard fire pit permit process by removing the requirement for annual permit renewals. The bylaw also allows for the rental of the of Fire Training Centre and Reserve Engine, and updates fire service boundaries along Highway 3 to improve service delivery and support cost recovery for highway-related emergency responses. These changes are intended to improve administrative efficiency, enhance transparency, and better reflect current operational needs.

BUSINESS

Recreation Centre Concession Lease Agreement

Council approved a five-year lease agreement with Donna-Marie McDonald, operating as A Touch of Grace Kitchen Ltd., for the Recreation Centre Concession beginning August 15. The agreement follows a public call for proposals after the previous concession operator notified the district they would be vacating the space. During negotiations, the lease was updated to clarify several terms, including service expectations, termination provisions, and seasonal rent relief during the summer months.

The agreement keeps the concession space active, providing continued food and beverage services for Recreation Centre users while generating approximately $38,794 in revenue for the district over the five-year term.

Development Variance Permit for 1501-1523 Elder Drive

Council authorized staff to issue notice of its intent to consider a Development Variance Permit (DVP2026-001) for 1501-1523 Elder Drive. The proposal would reduce the minimum floor area for townhouse units and the minimum lot area for two of the lots to support the development of smaller one-and two-bedroom townhouse units. The proposed changes are intended to increase housing choice and affordability while remaining consistent with the site’s existing residential zoning. Issuing notice begins the public notification process, allowing nearby property owners and tenants an opportunity to review the proposal and provide feedback before council considers the permit at a future meeting.
